If you're an enterprise executive or technical leader, your inbox is likely flooded with AI pitches. Every vendor claims to offer "revolutionary AI solutions" that will "transform your business." The reality? Most are variations on the same few themes, packaged with different marketing messages and price points.

Machine learning and artificial intelligence have been enterprise tools for decades. What changed everything wasn't the underlying technology. It was ChatGPT's November 2022 launch that made conversational AI accessible to millions. This "ChatGPT moment" triggered the current AI boom, but it also created a market saturated with solutions that often promise more than they deliver.

The uncomfortable truth is that most "AI agents" are just glorified search tools with a conversational interface. Understanding this reality, and the technical gaps between marketing claims and actual capabilities, is essential for making informed decisions about your AI investments.

This five-level framework directly addresses the three most common evaluation challenges:

  3. Identifying solutions that will scale with your enterprise needs rather than create new technical debt

The AI-Washing Epidemic

Before diving into the framework, let's acknowledge what's happening in the market. Legacy vendors are desperately trying to stay relevant by slapping AI labels on products that haven't fundamentally changed in years.

When a legacy vendor with decades of history starts parroting the latest buzzwords such as "AI-driven operations" or "AgenticOps", and slaps "Agentic AI" in every blog post, it's usually a desperate branding exercise to stay relevant without actually changing the underlying architecture.

Here's what this looks like:

What they promised: AI Agents that autonomously take care of your network.

What the product actually is: Another management platform that requires training courses to operate.

What they are selling you: Endless dashboards now with a bolt-on chatbot. This is like an old flip phone with a bolt-on touchscreen pretending to be an iPhone.

Why they do this: Because they face an impossible architectural choice.

Their decades of market dominance are built on monolithic, hardware-centric platforms that are fundamentally incompatible with AI-native design principles. These companies carry massive technical debt with millions of lines of legacy code, hardware dependencies, and customer deployments that can't be simply rearchitected.

The innovator's dilemma is acute: their most profitable customers rely on existing systems, making radical redesign financially and operationally suicidal.

The result is AI-washing by necessity. They bolt chatbots onto existing management platforms and rebrand traditional automation as "agentic AI" because the alternative is admitting their core architectures are obsolete.

They are in essence competing against their own installed base.

When vendors write blog posts to market "revolutionary agentic capabilities" but include disclaimers that most features are "still in development" or "subject to ongoing evolution."

The Five Levels Framework

To help you navigate this landscape and evaluate real capabilities, here's a framework that categorizes AI applications into five distinct levels:

Level 1: Basic Conversational Chatbots

What it is: Simple question-and-answer interfaces powered by large language models, similar to ChatGPT's original functionality.

Technical characteristics:

Enterprise applications:

Additional features: Uploading your documents, presenting text outputs with voice, processing images.

Value delivered: Level 1 solutions provide genuine value for basic knowledge work and can reduce burden on help desk teams for routine questions. They're particularly effective for organizations looking to augment human capabilities in content creation and general research tasks.

Critical limitations: These solutions are only as good as the foundation model's training data. They cannot access your company's specific information, integrate with your systems, or provide answers about your unique business context.

🚩 Vendor Red Flags:
Claims their basic chatbot is "trained on your industry" without any actual customization or data integration.
Level 2: RAG-Powered Knowledge Systems (Vector Databases)

What it is: Retrieval-Augmented Generation (RAG) systems that can access and summarize your specific documents and data. Your data is converted into text embeddings that are then stored in vector databases. RAG systems retrieve relevant context from the vector database and provides it to the AI to generate a response.

What it is not: Lots of vendors pitch this as "AI trained on your data" but that's not accurate. RAG solutions do NOT involve AI model re-training. It's simply content retrieval + summarization.

Value delivered: Level 2 RAG systems represent useful progress. They solve real problems around knowledge accessibility and can deliver immediate value for document-heavy organizations. They excel at making existing static content searchable and accessible through natural language queries, particularly valuable for organizations with large document repositories.

Critical limitations: Although RAG systems are useful, they're being oversold as comprehensive "AI agents". The reality is they are just specialized knowledge retrieval tools.

RAG systems are designed to be search and summarization tools. They work well for retrieving and explaining existing information but struggle with tasks requiring real-time data, external integration, or complex reasoning across multiple systems.

🚩 Vendor Red Flags:
Claims like "AI trained on your industry data" or "domain-specific AI models" when they're actually just using generic RAG with standard embeddings.

True red flags include vendors who can't explain their chunking strategy, claim their system "understands" documents rather than retrieves relevant passages, or promise the system will "learn from your conversations" when RAG systems are fundamentally retrieval-based, not learning systems.

Technical Questions to Ask:

Level 3: Tool-Enabled AI Systems (Function-Calling)

What it is: AI systems that can perform actions beyond conversation by calling APIs, searching the web, and interacting with external services.

Technical characteristics:

Value delivered: These systems bridge the gap between passive information retrieval and active task execution. They can access current information and perform simple actions on your behalf, providing real utility for straightforward workflow automation.

Critical limitations: Tool integration is often limited to pre-built connectors. Complex multi-step workflows can be unreliable because LLMs are stateless and non-deterministic.

A potential failure example: A large enterprise deployed what they thought was an "AI agent" for network troubleshooting. In demos, it impressively diagnosed issues and suggested fixes. In production, it failed because each API call was independent, with no state management.

When the first diagnostic step indicated a specific problem type, the subsequent calls didn't retain that context, leading to contradictory recommendations.

Technical Questions to Ask:

Level 4: Protocol-Standardized API Systems (MCP and Beyond)

What it is: AI systems that use standardized protocols for tool and API integration, enabling more sophisticated and reliable interactions with external systems.

Technical characteristics:

Value delivered: Protocol-standardized systems offer more reliable tool integration compared to Level 3 solutions. They provide a standardized way to implement "API gateway for LLMs".

Current Reality Check: While protocols like MCP represent meaningful progress in standardizing AI-to-system interactions, they're still evolving, and may not be ready for use in production systems.

They typically lack hardened authentication, SLAs, observability hooks, compliance controls, and scalability guarantees.

In production, you need a dedicated API-orchestration layer (gateway/service mesh + workflow engine) that enforces security, reliability, governance, and auditability, none of which an MCP server provides out of the box.

Technical Questions to Ask:

Level 5: Enterprise Agentic AI (Multi-Agent Systems)

What it is: Fully autonomous AI systems that can execute complex, multi-step workflows with minimal human intervention.

The Reality Check: While Level 5 represents the aspirational goal of most enterprise AI initiatives, most vendors claiming these capabilities are actually offering Level 2 or 3 solutions with marketing hyperbole. True agentic AI requires solving fundamental system design and context engineering problems that the industry hasn't cracked yet.

Remember, LLMs are fundamentally stateless and have no memory, so coordination within a multi-step workflow becomes a problem.

In addition, LLM outputs are non-deterministic (you can get different outputs from the same prompt at different times). Enterprise workflows require precise, deterministic, and idempotent outputs every single time.

The AI industry at the moment has no answers for state management nor deterministic workflows.

Critical Technical Gaps in Current "Agentic" Solutions:

  1. State Management: LLMs are stateless and have no memory. How do you maintain context across complex workflows without relying on chat logs?
  2. Deterministic Execution: LLMs are non-deterministic. How do you ensure the same input produces the same output?
  3. Error Handling and Rollback: What happens when agents make mistakes? How do you handle failures in multi-step processes?
  4. Audit Trails: Can you replay exactly what happened? Are decisions traceable and explainable?
  5. Multi-Agent Coordination: How do agents share state and coordinate actions? What happens when they conflict?

The Bottom Line

The AI market is full of solutions that promise transformative capabilities but deliver chatbots with limited workflow integration. Most "AI agents" are powerful knowledge tools that struggle with the deterministic, auditable workflows that enterprises require.

Larger and smarter language models can't solve all your workflow problems. The issue has to do with the fundamental mismatch between probabilistic AI systems and enterprise requirements for consistent, repeatable processes. Current LLMs are inherently non-deterministic, making them unsuitable for workflows that require identical outputs from identical inputs.

Focus on solutions that acknowledge these limitations and work within them.

The best AI solution is the one that delivers consistent value today within the constraints of current technology, rather than promising deterministic agent workflows that the technology cannot reliably deliver.

In navigating the spectrum from basic conversational chatbots to true Enterprise Agentic AI, enterprises inevitably reach a critical architectural crossroads. Most solutions today stall at superficial automation, limited by non-deterministic outcomes, poor state management, and fragile context handling.

To unlock genuine enterprise value at scale, organizations must move beyond tool integrations and conversational interfaces to deterministic intelligence embedded directly into workflows.
